SUPPORT CRITERIA
BIPAC remains focused on the election of pro-business congressional candidates who will favorably consider the pro-business agenda. This agenda, called The Outline for Prosperity, is developed by the business community and is not affiliated with any political party.  Click here to read The Outline online.

QUALIFYING FOR SUPPORT
To initially qualify for BIPAC support, a candidate must:

To receive support, all criteria must be met. As a result, many incumbents with good pro-business voting records who are adequately funded or are not seriously challenged may not receive BIPAC funds. Some pro-business challengers may not receive support because their chances of victory are either considered inadequate or assured. We refrain from supporting any candidate in those occasional races when more than one viable candidate is deemed pro-business and there is no local business consensus for support. BIPAC also applies this set of criteria to competitive primaries and is not averse to picking one Democrat or Republican over another in battles for party nomination.

THE PROCESS
To qualify for consideration, a recommendation for candidate support must be received from a member of the BIPAC board of directors familiar with the candidate, the state or the district. Our directors are located throughout the country and their personal, business and political networks are extensive. Although they may make personal contributions or be connected with other organizations that make donations to candidates, BIPAC’s decision is based upon their assessment of the criteria as related to a particular candidate and district.

Upon receipt of a recommendation, our staff prepares the director’s case and presents it to BIPAC’s Congressional Candidate Review Committee (CCRC) for approval. The CCRC is composed of six members of the BIPAC board chosen for their knowledge of the organization, with regional and party diversity in mind. At least one member of the CCRC must be clearly identified as a Democrat and one a Republican.
